Before being a doctor, one must learn to be a human being.
After becoming the director of the Medical School in 1902, he founded the Taiwan Medical Society and also launched the Journal of the Taiwan Medical Society, which was published by the Taiwan Medical Society.Takagi emphasised the dignity of the students and avoided racism. His famous quote was “Before being a doctor, one must learn to be a human being.”That is why he was so well respected by his students.The development of medical schools in Taiwan is also documented in his book,'Die hygienischen verhältnisse der insel Formosa' ('The Hygiene of Formosa').
In 1940 Takagi was interviewed by Shimoda Masami, a reporter of the Osaka Daily News. When asked about the differences between the temperament and qualities of the Wansheng (Japanese born in Taiwan) and the Taiwanese, he replied, "Japanese parents have drilled disrespect for the Taiwanese into them from an early age, and they are becoming more and more stupid.
