Medical Research in Taiwan
In 1902, Tomoe Takagi, the headmaster of the Medical School of the Taiwan Governor's Office, advocated for the establishment of the Taiwan Medical Association in order to promote networking among medical personnel and the development of tropical medicine. In September of the same year, the first issue of the Journal of the Taiwan Medical Association was published, with editor-in-chief Jio Horiuchi (1873-1955, the third president of the Medical School of the Taiwan Governor's Office), containing medical doctrines, experimental results, lecture records, and Chinese and foreign compendiums, etc. At that time, the articles were mainly in Japanese.
The establishment of the Research Institute of the Taiwan Governor's Office was the result of a proposal by Tomoe Takagi to Shinpei Goto (1857-1929), the civil administrator of the Taiwan Governor's Office, that a comprehensive research institute should be established in Taiwan, in keeping with the uniqueness of the country. Founded in 1909, the Research Institute of the Taiwan Governor's Office was divided into two departments, Chemistry and Hygiene, under the direct administration of the Governor of Taiwan, and was responsible for research, investigation and experimentation of special breeding and hygiene in Taiwan. Its first director was Takagi Tomoe.
